The General meaning of the phrase is “Allah hears whoever praises Him.”
When to Say it
The Phrase is recited in Salah While rising up from the Ruku (bowing) position and before saying Rabbana Lakal Hamd.
According to scholars, if the Salah is done with a group of people (Gamaa’a) only the Leader of the prayer (Imam) should recite it and if the person praying alone then he is recommended to say this phrase.

Malik b. al-Huwairith said that when God’s Messenger said the takbir he raised his hands and placed them opposite his ears, and when he raised his head after bowing and said, Sami Allahu Liman Hamidah,” he did the same. A version has, “and placed them opposite the tops of his ears.”
