Urwah says that once I asked Aisha (may Allah be pleased with her) about the command of Allah, "So whoever makes Hajj to the House or performs Umrah, there is no blame upon him for walking between them." What does it mean? That if someone does not perform Sa'i between Safa and Marwah, there is no sin upon him? Aisha (may Allah be pleased with her) said, "Nephew! You have said something incorrect. If the verse meant what you have stated, then it would have been revealed as: 'there is no blame upon him for not walking between them.' In fact, the reason for the revelation of this verse is that before accepting Islam, the people of Ansar used to enter into Ihram for 'Manat' and worshipped it near Mushallal, and whoever entered into Ihram for it considered Sa'i between Safa and Marwah to be a sin. Then they asked the Prophet (ﷺ), 'O Messenger of Allah! In the days of ignorance, people used to consider Sa'i between Safa and Marwah a sin. What is its ruling now?' Upon this, Allah revealed this verse, and the Prophet (ﷺ) established the Sa'i between Safa and Marwah through his Sunnah. Therefore, now it is not correct for anyone to leave the Sa'i between Safa and Marwah."
